Explanation (?):

The utility manager service is a core component for the utility manager, which is used as a center for the magnifier tool, the narrator tool, and the on-screen keyboard tool. These tools can be run individually without this service, but when the tool is executed (utilman.exe /start) then this service is started. When the utility manager is closed then this service is stopped. If any of the individual programs are started then this service is not initialized. You should leave this service set to manual if you do not use it, and if you do then you may want to consider setting it to automatic.
